Three little bug fixes

• Bug fix for pipe chars in notes icon tooltip
• Bug fix for ticklers being created without a realm
• New tickler in 'Process' menu now behaves like '+ tickler' in the top menu bar

New revision number is 9902. Update in the usual way.

• Note icon shows when an item has some notes in it. Contributed by Max aka ByteDoc. Thanks very much to Max for this great addition.
• An action with and area but not a project will now be visible in it's Area dashboard as suggested by Bruno H. and Didier B.
